Monitoring and evaluation is a key role for the Capital City Partnership (CCP) and it is one that impacts on all the projects and programmes that it is involved in. But what, in practical terms, does the Monitoring and Evaluation team do?
The Monitoring and Evaluation team is charged with collecting and collating information which can be used to determine the progress Edinburgh is making towards achieving the targets set in the Regeneration Outcome Agreement (ROA). These, in the main, focus on five key theme areas that have been identified by the Scottish Executive and Communities Scotland:
- Stronger Safer Communities – looks at housing, crime, perceptions of neighbourhood
- Getting People Into Work
- Improving Health
- Engaging Young People
- Raising Educational Attainment

The ROA provides a plan of actions and interventions which will focus on these themes. It has a geographic focus as the policies and interventions discussed in the document try to ‘close the gap’ between the deprived areas and the city as a whole. The deprived areas have been identified as being the 61 data zones that are amongst the 15% most deprived in Scotland. As well as providing data which can be used to develop and monitor the ROA, we also use the intelligence gathered as an information source for targeting new initiatives, allowing new projects to be developed.
Evaluation
The evaluation undertaken by the team is wide ranging. In some instances it involves engaging with the other CCP projects to introduce frameworks at an early stage which can be used to monitor and eventually evaluate the project. This sometimes requires an external consultant to be involved and if this is the case then we give commissioning advice and help draw up research briefs. In addition to these roles the evaluation is often undertaken by the team itself. This is the case if the project is such that the knowledge, skills and capacity of the team is appropriate to carry out such a task. Carrying out project evaluations can occur for both projects which are funded or managed by the CCP, and also for projects which are funded or managed by other agencies, such as the local Partnerships. We are currently undertaking an evaluation of 40 projects funded by the Community Regeneration Fund in North Edinburgh and Craigmillar.
Support
Primarily the Monitoring and Evaluation team provide evaluation and research expertise, as well as statistical data, to the other CCP projects and local Partnerships. In addition to this support, the Monitoring and Evaluation team co-ordinates a network group of data providing agencies and users in Edinburgh to try and ensure better synergy between those providing and using data. The team also holds the results of a number of research surveys on areas related to social inclusion.
